     Before the wall was built, Hessville resident complained that polluted the rainwater rolling down the street and flooding basement was threatening their health... the dumps on each side of 9th Avenue in Gary have been placed on U.S. Environmental Protection agency's Superfund waste sites that must be cleared up.
     Recent EPA report said runoff into Hammond was not a health risk.
     Federal Highway Administration threatened future fund to both cities if the wall remained because Cline Avenue is part of the federal system.
